Overview
London Borough of Harrow's Adult Social Care (ASC) service is recruiting for a Workforce Development Manager to work with the Principal Social Worker in the development and delivery of learning programmes to support the ASC workforce.
The post will be varied with responsibilities associated with the current formal learning programmes (ASYE, Apprenticeships, Practice Educator), in addition to identifying learning needs and appropriate solutions, working with providers and suppliers to deliver effective training.
We are looking for someone with a passion for improving practice through learning and development, a thorough understanding of the ASC operating environment (legislative, educational, operational) and strong organisational skills. As Workforce Development Officer, you will report to the Principal Social Worker and will share responsibility for managing the ASC training budgets.

Please note, this role is initially for a two-year secondment/fixed term contract, with a view of extending.
About You
The successful candidate will have:
- Thorough understanding of government policies & priorities in relation to Adult’s Services.
- Knowledge of relevant legislation and guidance, particularly in relation to adult’s workforce issues.
- Excellent communications skills both verbal and written.
- Excellent organisational and facilitation skills and ability to work under pressure to deadlines simultaneously.
- Up-to-date knowledge of Social Work Degree, Practice Teaching, under/post graduate social work programmes and qualifications.
- Understanding the role and responsibilities of social worker staff at differing levels of competence.
- Understanding of social work capabilities and competencies and the ability to link these into a coherent CPD model including the Knowledge and Skills statements (KSS) and PCF.
- Excellent IT skills required including MS Office, Outlook and confidence in ability to understand and use other IT systems.
- Evidence of appropriate continuous professional development.
