The opportunity: MIS Administrator
Job Purpose
To provide accurate, timely and compliant administration of learner data across Medipro systems.
The role ensures that:
- ILR data is complete, accurate and submitted on time
- Aptem (or equivalent system) reflects the true learner journey
- funding data is correct and auditable
- quality checks (PDSAT, validation reports) are completed routinely
- the organisation is fully prepared for monthly returns and year-end hard close.
2. Key Responsibilities
2.1 ILR data management and submissions
- Input and maintain accurate learner data within Aptem and associated systems.
- Prepare and support monthly ILR submissions (R01–R14), ensuring:
- all learner starts, changes and completions are recorded
- errors are resolved prior to submission
- deadlines are met.
- Support the preparation for R14 hard close, ensuring:
- all learner statuses (active, withdrawn, completed) are correct
- achievement data is finalised
- no outstanding data errors remain.
2.2 Data accuracy and validation
- Run regular data checks using:
- ILR validation reports
- rule violation reports
- system-generated error logs.
- Investigate and correct data errors promptly in line with funding rules.
- Ensure key fields are complete and accurate, including:
- start/end dates
- programme aims
- employer details
- funding and price information.
2.3 PDSAT and compliance checks
- Run and review PDSAT reports on a regular basis to identify:
- data anomalies
- funding risks
- compliance issues.
- Investigate flagged issues and work with operations and quality teams to resolve them.
- Maintain a simple log of PDSAT findings and actions taken.
2.4 Learner lifecycle administration
- Record and update learner status changes, including:
- starts
- breaks in learning
- withdrawals
- restarts
- completions.
- Ensure all learner records are aligned with supporting documentation (e.g. training plans, reviews).
- Support the correct recording of:
- off-the-job training (OTJ)
- price changes and funding adjustments
- employer changes.
2.5 Systems (Aptem) management
- Maintain accurate learner records within Aptem, including:
- enrolment details
- programme structure
- progress and milestones.
- Support staff with basic system queries and correct use of fields.
- Assist with system improvements and data structure changes where required.
2.6 Audit and reporting support
- Support preparation for audits and compliance checks by:
- extracting data
- providing evidence
- ensuring records are complete and traceable.
- Assist in producing routine reports for:
- learner numbers
- programme status
- funding and performance metrics.
3. Key Outputs and KPIs (guide)
- ILR returns submitted on time each month with minimal validation errors.
- Reduction in data errors identified through validation reports and PDSAT.
- All learner status changes recorded accurately and promptly.
- R14 hard close completed with no significant data issues or audit risks.
- Aptem records fully aligned with ILR and supporting documentation.
Person Specification: MIS Administrator
Qualifications
Essential
- Good standard of education including English and maths.
Desirable
- Level 3 qualification in business administration, data or IT.
- Relevant CPD in ILR, funding rules or MIS systems.
Experience

- Experience in an administrative or data-focused role.
- Experience working with spreadsheets and databases.
- Experience handling large volumes of data with accuracy.
- Experience working in FE, apprenticeships or training provision
- Experience with ILR returns and funding data.
- Experience working with PDSAT or data validation tools.
Desirable
- Experience using Aptem or similar learner management systems.
Knowledge and Skills
