Overview

Are you a strategic thinker with a passion for unlocking potential? London Borough of Harrow is looking for a dynamic Early Careers Officer to shape the future of our workforce.

In this pivotal role, you won’t just manage a program; you will define the strategic direction for graduate and apprenticeship schemes across the Council. From leading on early careers and graduate placements to ensuring our Apprenticeship Levy is invested in high-impact strategic priorities, you will be the driving force behind our commitment to lifelong learning.

As our resident expert on all things vocational learning, you will:

Develop Council-wide policies and action plans to grow our apprenticeship numbers against key KPIs.
Spearhead our early careers, graduate, and work placement initiatives, including programs like Kickstart and opportunities for care leavers.
Source high-quality training providers and manage the end-to-end procurement and funding process.
Act as the bridge between internal Directorates, external partners, and the ESFA, ensuring everyone is aligned and engaged.
Navigate the complexities of the DAS portal, levy funding rules, and Ofsted requirements to ensure an audit-ready service.
Provide pastoral care and guidance to apprentices and managers alike, fostering an environment where talent thrives.

About You

We are looking for a collaborator with a "can-do" attitude who thrives on challenge. You should have:

Proven experience in the apprenticeship management lifecycle and a deep understanding of ESFA funding rules.
The ability to align apprenticeship growth with the Council’s wider talent management and succession planning.
You can tailor complex information into clear, persuasive updates for a variety of audiences.
You are autonomous, innovative, and resilient, with the ability to manage competing priorities in a fast-paced environment.
Educated to degree level (or equivalent relevant experience).
